At least in the US, you'll be very hard pressed to find an Android device without a data plan. Unless you buy it unlocked online and don't tell your provider that you're using it, a data plan will be required. All the big carriers are now requiring data plans for their smartphones, as far as I know. Which, honestly, I don't mind, since I think half the point of owning a smartphone is being able to access mobile Internet.
